Established in 1967, NCR’s (then known as the Rogers Park Community Council) housing conservation program was the first in Chicago. The program targeted delinquent landlords and improved ‘problem’ buildings, referring deteriorated properties to the city’s legal departments. Since then, NCR has worked with countless individuals and families to help them secure safe, stable housing on Chicago’s North side—educating tenants and landlords on their rights and responsibilities under the Chicago Residential Landlord Tenant Ordinance.

NCR’s housing program is funded by the City of Chicago Department of Housing. NCR serves as the lead Technical Assistance Community (TACOM) agency in the north region, collaborating with other delegate agencies to provide a network of housing resources.
